A RESOLUTION STATING THE CITY'S FINDING THAT THE "WHEELER
ROAD"ANNEXATION IMPOSES A SIGNIFICANT INCREASE IN FIRE SUP
PRESSION RESPONSIBILITIES FOR THE CITY OF MOSES LAKE PURSU
ANT TO RCW 35.02.202
RECITALS:
I.The Cityof Moses Lake completed an annexation calledthe "Wheeler Road"annexation withthe
publicationof its annexation ordinance on April21, 2000.
M 2. Before the "Wheeler Road"annexation the City of Moses Lake covered approximately 11.32
square miles of land.
3.The land in the "Wheeler Road"annexation adds approximately 2,098 acres or 3.2 square miles
of land.
4.The "Wheeler Road"annexation adds approximately 28% of territoryto the City of Moses Lake.
5.The land in the "Wheeler Road"annexation represents less than 60% of the assessed value of
Grant County Fire Protection District#5.RCW 35.02.200.
6.The land in the "Wheeler Road"annexation represents less than 5%of the territory located in
Grant County Fire Protection District#5.RCW 35.02.205.
7.Before the "Wheeler Road"annexation,the city had an assessed value of approximately
$638,000,000.The "Wheeler Road"annexation includes approximately $135,000,000 in as
sessed valued.The city's assessed valuation increased by approximately 21% with the "Wheeler
Road"annexation.
8.Before the "Wheeler Road"annexation,Grant County Fire Protection District#5 had an assessed
value of approximately $1,000,000,000.Grant County Fire Protection District #5's assessed value
decreased by approximately 14% with the "Wheeler Road"annexation.
9.The land located in the "Wheeler Road"annexation is primarily used for industrialand commercial
purposes and the previous zoning adopted by Grant County allows for such uses.
[\10. Beforethe citycompleted the "Wheeler Road"annexation,the cityhad few industrial properties to
^""^protect against fire.With the "Wheeler Road"annexation the city has added several large indus
trialconcerns requiring fire protection, including Eka Chemicals,Inc.,Willamette Industries,
PacificNorthwest Sugar Co., D&L Foundry, Inc., and Busby International,Inc.
II.Previous to the "Wheeler Road" annexation, Grant County Fire Protection District #5 provided fire
protectionor suppression services to those industrial and commercial properties located inthe
"Wheeler Road"annexation. With the "Wheeler Road"annexation GrantCounty Fire Protection
District #5 will no longer have an obligation afterthe requirements of RCW 35.02.210 have been
met to provide fire protectionor suppression services to the propertieswithinthe "Wheeler Road"
annexation.
12. As a result of this change in responsibility,the citycould seek fromGrantCounty Fire Protection
District #5 a percentage of the value of the assets equal to the percentage of the value of the real
property inthe entire Grant County Fire Protection District #5 lyingwithinthe "Wheeler Road"
annexation,whether incash,real property,equipment, orservice contracts pursuantto RCW
35.02.205.RCW 35.02.200 and RCW 35.02.205.
RESOLVED:
1.With the "Wheeler Road" annexation the City Council of the City of Moses Lake finds that such
annexation imposes a significant increase inthe fire protectionand suppression responsibilities of
the city.
2. With the "Wheeler Road"annexation the City Council of the Cityof Moses Lake finds that such
annexation reduces, correspondingly,the fire suppression responsibilitiesof GrantCounty Fire
Protection District #5.
