RESOLUTION NO.2295
A RESOLUTION "BANKING"AND RESERVING THE CITY'S LEVY CAPACITY
Recitals:
1.The City Council ofthe City of Moses Lakehas met andconsidereditsbudget for the calendar year
2001.
2. The City Council inthecourseof considering the budget for 2001 has reviewed all sourcesofrevenue
and examined allanticipated expenses and obligations.
3. The CityCouncil hasdecided toincreasethe property tax levybythe applicable Implicit Price Deflator
(IPD)of 2.61% ratherthan up to 6% which is allowable by law.
4. The City Council has determined that there is a substantial need to protect for the future the
differences between what the city could have levied at its maximum allowable6% and the amount it
has levied in 2000 for 2001 tax collections because the city is experiencing several on-going
significant increases in expenditures including dispatching fees, an amount the city must pay in
personnel costs for Police Officers due to an eliminationof federal grants, an increase in costs for
streetmaintenance and construction costs due to requests for increased services by the community,
the fact that there are already several under funded or unfunded projects needed by the city or
requested ofthe cityby itscitizens, the implicationsresultingfrom the passageof I-695,and possible
flattening in sales tax revenue.
Resolved:
1.The City Council of the City of Moses Lake has determined that the regular property tax levy for
collection in the 2001 calendar year and fiscal year shall be increased by 2.61%as allowed by law
ofthe highest amountofregular property tax that could have been lawfullylevied inthe City of Moses
Lake in any year since 1985.
2.The city desires to protect the differences between what the city could have levied at its maximum
allowable 6%and the amount it has levied in 2000 for 2001 tax collections,2.61%,because of a
future substantial need including but not limitedto increases in expenditures includingdispatching
fees,an amount the city must pay in personnel costs for Police Officers due to an elimination in
federal grants, an increase in costs for street maintenance and construction costs due to a request
for increased services by the community, the fact that there are already several under funded or
unfunded projects needed bythe cityor requested ofthe cityby itscitizens, the implications resulting
from the passage of I-695, and possible flattening in sales tax revenue.
