ARESOLUTION AUTHORIZING THE SUBMITTALOF ANAPPLICATION TO THE
COMMUNITY ECONOMIC REVITALIZATIONBOARD FOR FUNDING THE COST
OF CONSTRUCTION OF PUBLIC FACILITYPROJECTS
RECITALS:
1.The Community Economic Revitalization Board (CERB)of the State of Washington Office of
Community Development awards loans and grants to help finance the construction of public facilityOprojectsnecessitatedbyprivatesectordevelopment,forthepurpose ofstrengtheningtheeconomicsofareaswithbelowaveragegrowth,and to provide incentives to businesses with employmentopportunities,particularly for economicallydisadvantage residents.
2.Pacific Rim Ethanol LLCintends toconstruct an ethanol producing plant intheMoses Lake area,but
onlyif CERB funds are provided totheCity of Moses Lake to enable the citytoconstruct water and
sewer mains to facilitate the new plant.
3.The City Council believes thatthe new ethanol plant thatwillbe constructed by Pacific Rim Ethanol
LLC willstrengthen the economyofthe Moses Lake area and willexpand employmentopportunitiesforeconomicallydisadvantagedresidentsofthecity.
RESOLVED:
1.The City Manager is hereby authorized and directed to submit an application to the Community
Economic Revitalization Board for a loan ofthreehundred thousanddollars ($300,000)and a grant of
seven hundred thousanddollars ($700,000)forfunds toconstruct infrastructure consisting ofwater and
sewer which is necessary forthe new ethanol plant thatwillbe constructed by Pacific Rim Ethanol LLCintheareaofMosesLake.
2.A copy of this resolution shall be submitted with the CERB application.
