A RESOLUTION "BANKING"AND RESERVING THE CITY'SLEVYCAPACITY
Recitals:
1.The CityCouncil oftheCityof Moses Lake has met and considered its budgetfor thecalendar year2002.
2.The CityCouncil inthecourse of considering thebudgetfor2002 has reviewedallsourcesofrevenueandexaminedallanticipatedexpensesandobligations.
3.The CityCouncil has decided toincrease thepropertytaxlevy bytheapplicable ImplicitPrice Deflator
(IPD)of 1.89%rather than up to6%which is allowable by law.
4.The City Councilhas determined thatthere is a substantial need to protect for the future thedifferencesbetweenwhatthecitycouldhaveleviedatitsmaximumallowable6%and theamountithasleviedin2001for2002taxcollectionsbecausethecityisexperiencingseveralon-goingsignificantincreasesinexpendituresincludingdispatchingfees,an amount the citymust pay inpersonnelcostsforPoliceOfficersduetoaneliminationoffederalgrantsandanarbitrationaward,
an increase in costs forstreet maintenance and construction costs due to requests for increased
services bythecommunity,thefact thatthereare already severalunderfundedor unfunded projectsneededbythecityorrequestedofthecitybyitscitizens,theimplications resulting from thepassageofI-695,and possible flattening in sales taxrevenue.
Resolved:
1.The City Council ofthe City of Moses Lake has determined thatthe regular property tax levy for
collectionin the2002 calendar year and fiscal yearshall be increased by 1.89%as allowed by lawofthehighestamountofregularpropertytaxthatcouldhavebeenlawfullyleviedintheCityofMoses
Lake in any year since 1985.
2.The city desires to protectthedifferences between what thecitycouldhave levied at its maximumallowable6%and theamount it has levied in 2001 for 2002 tax collections,1.89%,because of afuturesubstantialneedincludingbutnotlimitedtoincreasesinexpendituresincludingdispatching
fees,an amount the city must pay in personnel costs for Police Officers due to an elimination in
federal grants and an arbitration award,an increase incosts for street maintenance and constructionOcostsduetoarequestforincreasedservicesbythecommunity,thefact thatthereare alreadyseveralunderfundedorunfundedprojectsneededbythecityorrequestedofthecitybyitscitizens,theimplicationsresultingfromthepassageofI-695,and possible flattening in sales taxrevenue.
