A RESOLUTION AUTHORIZINGTHE SUBMITTALOF ANAPPLICATION TOTHE
COMMUNITY ECONOMIC REVITALl2ATIONBOARD FOR FUNDING THE COST
OF CONSTRUCTION OF PUBLIC FACILITYPROJECTS
RECITALS:
1.The Community Economic Revitalization Board (CERB)of the State of Washington Office ofCommunityDevelopmentawardsloansandgrantstohelpfinancetheconstructionofpublicfacilityOprojectsnecessitatedbyprivatesectordevelopment,forthepurpose of strengthening the economicsofareaswithbelowaveragegrowth,and to provide incentives to businesses with employmentopportunities,particularlyfor economicallydisadvantage residents.
2.Pacific Rim Ethanol LLC intends toconstruct an ethanol producing plant in Moses Lake,but only if
CERB funds are providedtotheCityof Moses Lake toenable thecitytoconstruct street improvements
to Wheeler Road and Road NNE tofacilitate the new plant.
3.The City Councilbelieves thatthenew ethanol plant thatwillbe constructed by Pacific Rim Ethanol
LLCwill strengthen the economy of theMoses Lake area and willexpand employment opportunitiesforeconomicallydisadvantagedresidentsofthecity.
RESOLVED:
1.The City Manager is hereby authorized and directed to submit an applicationto the CommunityEconomicRevitalizationBoardforaloanofthreehundredfourthousanddollars($304,000)and a grantoftwohundredthousanddollars($200,000)for funds toconstruct infrastructure consistingof streetimprovementswhicharenecessaryforthenewethanolplantthatwillbeconstructedbyPacificRim
Ethanol LLCinthe area of Moses Lake.
2.A copy of this resolution shall be submitted with the CERB application.
