2653-A_00001RESOLUTION NO.2653-A A RESOLUTION SPECIFYING THE REASONS WHYMAINTENANCEOF ACURRENT INDEXOFALLPUBLICRECORDS,AS REQUIRED BY RCW 42.17.260 WOULD BE UNDULYBURDENSOME;AND DIRECTINGTHATALLINDEXESMAINTAINEDFOR INTERNALCITYUSE BE MADEAVAILABLEFOR PUBLIC INSPECTION AND COPYlNG RECITALS: 1.The Washington State Public Records Act (Chapter 42.17 RCW)requires all cities and other publicagenciestomaintainacurrentindexprovidingidentifyinginformationonthosemunicipalrecordswhichOaretobemadeavailableforpublicinspectionandcopying;unless maintenance of an index would beundulyburdensome. 2.The City of Moses Lake is a municipal corporation of the State ofWashington which provides generalmunicipalandutilityservicestoitsresidentsandothers. 3.The magnitude and diversity of the City departments,with an even greater number of divisions/subdivisions,has resulted in thecreation and retention of many different computer systems,programs and information retainingsystems whichwould be extremely difficult,time-consumingand costlytoindexintoasinglecurrentindex. 4.The performance of the City's overall mission does not allow the addition to or the revision orreassignmentofcurrentdutiesofexistingpersonnelsothatacurrentindexcouldbedevelopedandmaintainedwithouttheadditionofstaff. 5.Neither current nor reasonably-anticipated future Cityrevenues are considered adequate to allow for theadditionofnewstaffmemberswhocouldbeassignedtodevelopandmaintainacurrentindex. 6.The Cityhas a longstanding andrecognizedpolicyofassisting people who request public information and of providing records upon request,and does not plan todeviate from that policy. RESOLVED: 1.After review ofstatutory requirements and careful consideration of resource limitations,itwould be undulyburdensomeandwouldinterferewithCityoperationsfortheCityofMosesLaketodevelopandmaintain a current unified index of its public records. 2.Each Citydepartment shall make available tothe public for inspection and copying any existing indexes maintained for City use.
