2710_00001RESOLUTION NO.2710 A RESOLUTION OF THE CITY OF MOSES LAKE,WASHINGTON OPPOSING STATE INITIATIVEMEASURE NO.912 CONCERNING MOTOR VEHICLE FUEL TAXES AT THE NOVEMBER 8,2005 GENERAL STATE ELECTION RECITALS: 1.The legislature in 2005 passed ESSB 6103 increasing thegas taxby 9.5 cents over a four (4)yearperiodforstate-wide transportationimprovements,three cents in 2005 and 2006,two cents in 2007,and one and half cents in2008. 2.Initiative 912 qualified for the November 2005 ballot and would repeal the 9.5 cent gas tax increaseenactedbythelegislatureduringthe2005session. 3.The City of Moses Lake will lose $12.1 million designated for the widening to four lanes of SR 17betweenPioneerWayandStratfordRoad,and $800,000 for the constructionof a I-90/Potato HillbicycleandpedestrianbridgeifInitiative912passes. 4.The City of Moses Lake will lose transportationimprovement grant opportunitieswhich are crucial to the preservation ofthe city's infrastructure,if Initiative912 passes. 5.The City of Moses Lake will lose approximately$66,000 per year in full direct gas tax distributions,monies that would be used towards street maintenance,improvement,and construction,if Initiative912passes. 6.Grant County and the Port of Moses Lake will lose needed funding for the I-90/SR 17 toGrant/Adams county line median cross over protection in the amount of $1.2 rnillion,the WheelertoSoapLakeraillineengineeringintheamountof$2 million,the initial scoping environmental processes for wideningadditionalsections of SR 17 between Ephrata and Moses Lake in theamountof$5 million,the consruction of a passing lane on SR 17 north of Moses Lake in the amount of $1million,and the SR 17 intersection illumination projects at the SR 17 intersections with 12 SE,10 SE,MSE,Neppel Road,and 19 NE in the amount of $400,000,ifInitiative 912 passes. 7.A well-functioning transportationsystem is essential to ensuring our economic health and retainingandincreasingfamily-wage jobs. 8.This resolution has come before the Moses Lake City Council at its meeting of October 25,2005,with notice thereofgiven inthe manner required by RCW 42.17.130(1)(a). 9.At said meeting members of the City Council and members of the public in attendance were afforded an approximately equal opportunityfor the expression of opposing views. RESOLVED: 1.Because of the importance of the projects scheduled to be completed with the gas tax money forroadsafety,freight mobility,economics,and congestion reduction in the City of Moses Lake andGrantCounty,the City Council of the City of Moses Lake hereby declares its oppositionto StateInitiative912,which will be presented to the voters at the November 8,2005 general election and urges voters to vote "No".
