2731RESOLUTION NO. 2731 •A RESOLUTION RATIFYING THE CITY COUNCIL'S DECISIONS ON 2004 COMPREHENSIVE PLAN AMENDMENTS RECITALS: 1.The City of Moses Lake's' Comprehensive Plan was adopted on September 11, 2001 in accordance with the Growth Management Act and the State Environmental Policy Act. 2.The Comprehensive Plan includes five (5) of the seven (7) mandatory elements required by GMA, except that GMA declares that the requirements for an Economic Development Element and a Park and Recreation Element are null and void until funds sufficient to cover applicable local government costs are appropriated and distributed by the state at least two (2) years before the city must update its Compre- hensive Plan as required by RCW 36.70A.130. 3.The Washington State Growth Management Act requires the city to establish procedures and schedules whereby updates, proposed amendments, or revision of the Comprehensive Plan may be considered. 4.The amendments to the Comprehensive Plan have been submitted to the State of Washington Office of Community Development for review and comment as required by GMA, and the sixty (60) day review period has ended with no formal comments. 5.The amendments to the City of Moses Lake's Comprehensive Plan have been reviewed by the Planning Commission and the Commission has made a recommendation to Council regarding each proposed amendment. 6.Chapter 294, Laws of 205, Section 2 requires the city to take legislative action to review and, if needed, revise its comprehensive plan and regulations to comply with GMA requirements. 7.On November 8, 2005 the City Council took legislative action to accept all of the Plannign Commision's recommendations. RESOLVED: 1.The request by the City of Moses Lake on behalf of Larry and Diane Campbell to include Parcel Numbers 19 0504 000, 19, 0506 000, 19 0677 000, 19 0476 000, and 19 0501 000 in the city's UGA is approved and all parcels shall be designated Industrial on the Future Land Use Map, Figure LU-4. 2.The City of Moses Lake's initiative to include Sparks Short Plat #2 less the west 30 feet, Parcel #18 0246 000 less the west 30 feet, and that portion of Corrected Statutory Warranty Deed (commonly called North Frontage Road Deed), Auditor File #941010032 that is adjacent to Sparks Short Plat #2 per a develop- ment agreement entered into on February 26, 2003 is approved, and all parcels within this area shall be designated General Commercial on the Future Land Use Map, Figure LU-4. 3.The request from the Moses Lake Christian Church to change the future land use designation of Parcel Number 11 0475 055 less the east 545.69' from Low Density Residential to Medium Density Residential is denied. 4.The request from Highland Holding LLC to change a portion of Parcel Number 09 1759 708 from General Commercial to Medium Density Residential is denied. 5.A proposal by the City of Moses Lake to revise the Parks, Recreation Facilities, and Open Space Section 7.3 in the Capital Facilities Element is approved.
