A RESOLUTION ESTABLISHING THE CITY OF MOSES LAKE'S TRAFFIC CIRCULATION
PLAN PRIORITIES
Recitals:
1. The City of Moses Lake should re-establish an overall,general traffic circulation planwhich
takes into account factors which have become apparent since the City Council previously
established a "Second Lake Crossing Route" in the early 1980's and reviewed traffic circulation
issues in the downtown areas and Stratford Road areas in the late 1970's and 1980's.
2. To furtherthe process of re-establishing the traffic circulation plan,priority should be given to
various areas or portions of the city.
Resolved:
1.The priorities of the Moses Lake Traffic Circulation Plan in descending order of importance are
as follows:
A. The area commonly known as the downtown core, Stratford Road, and Neppel Cross
ing zones.
B.The area between Kittleson Road/Highway 17 and Division Street as it parallels I-90.
C.The area between Valley Road/Paxson Drive and West Broadway as it crosses Parker
Horn.
D.The area between West Broadway and Division Street as it crosses Pelican Horn.
2. The priorities are illustrated on the attached map marked Exhibit A which is incorporated within
this resolution by reference.
3. The possible improvements within the priorities are set forth in the attached schedule',marked
Exhibit B which is incorporated within this resolution by reference.

1.Extending Paxson Drive south to Parker Horn
2.Parker Horn crossing to connect Paxson Drive to Broadway Avenue
Priority D
1. Pelican Horn crossing to connect Broadway Avenue to Division Street
