A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOSES LAKE,WASHING
TON,ESTABLISHING A FINAL ASSESSMENT ROLL FOR SIDEWALK IMPROVEMENT
DISTRICT NO.2 FIXING THE TIME AND PLACE FOR HEARING UPON SAID ROLL
AND PROVIDING FOR THE GIVING OF NOTICE IN THE MATTER AS REQUIRED BY
LAW
RECITALS:
t j 1.The Municipal Services Director has prepared the final assessment roll for
Sidewalk Improvement District No.2 for sidewalk improvements in the
following area of the city:
Neppel Plat,Block F,Lots 6 through 12;Block G,Lots 1 through 12
and the westerly five feet (5')of the vacated portion of Division
Street adjacent to Lot 1;and Block H as they front on Broadway
Avenue;Lots 1 through 4 of Block 21 as they front on Broadway
Avenue;Lot 1 of Block 21 as it fronts on Division Street;Lots 1
through 12 of Block 26 as they front on Broadway Avenue;Lot 1 of
Block 26 as it fronts on Division Street;Lot 12 of Block 26 as it
fronts on Ash Street;Lots 1 through 12 of Block 31 as they front on
Broadway Avenue;the south fifty feet (50')of Block 31 as it fronts
on Ash Street;and Lot 12 of Block 31 as it fronts on Beech Street.
2.The Moses Lake City Council directed the reconstruction of the sidewalk in
the aforementioned area with the passage of Resolution #1469 adopted on
May 23,1989.
3.Ordering the reconstruction of the sidewalk in the aforementioned area,
assessing a portion of the cost of the reconstruction against the abutting
land owner,and creating a "sidewalk construction fund"is done pursuant
to RCW 35.68.
RESOLVED:
^-^1.A hearing shall be held on October 9,1990 at 8 p.m.in the Council
Chambers in the Police/Court Facility on the final assessment roll for
Sidewalk Improvement District No.2 as prepared by the Municipal Services
Director and filed with the Finance Director who acts as the City Clerk.
2.At the time and place fixed for the hearing the City Council will consider
all comments and/or objections presented and shall,by ordinance,affirm,
modify,reject,or order recasting of the final assessment roll.
3.Notice of the hearing shall be mailed to the persons who name appears on
the County Treasurer's tax roll as the owner or reputed owner of the
property,at the address shown on the County Treasurer's tax roll.The
notice shall also be published before the date fixed for the hearing for
two consecutive weeks in the official newspaper of the City of Moses Lake.
The notice shall be mailed and first publication made at least ten (10)
days before the hearing date.Proof of mailing and publication shall be
made by affidavit and shall be filed with the Finance Director who acts as
the City Clerk before the date fixed for the hearing.
4.All persons who may wish to comment and/or object to said assessments are
notified to make such objections in writing and to file the same with the
Finance Director who acts as the City Clerk at or prior to the date fixed
for such hearing or appear at the hearing and present their comments
and/or objections personally.
