1637w s^ RESOLUTION NO.1637 A RESOLUTION AUTHORIZING APPLICATIONS FOR FUNDING ASSISTANCE FOR AN OUTDOOR RECREATION PROJECT TO THE INTERAGENCY COMMITTEE FOR OUTDOOR RECREATIONS AS PROVIDED BY THE WASHINGTON WILDLIFE AND RECREATION GRANT-IN-AID PROGRAM RECITALS: 1.The CityCouncil of the City of Moses Lake has approved a "Comprehensive Park and Recreation Plan" for the urban area which identifies an outdoor swimming pool located in McCosh Park near the center of the city. 2.Under the provisions of the W.W.R.P.,the state funding assistance has been authorized and made available to aid in financing the cost of renovation and development of an outdoor swimming complex in McCosh Park. 3. The City Council of the City of Moses Lake considers itin the best public interest to renovate and further develop an existing outdoor swimming pool complex that borders on Pelican Horn near the core of the downtown commercial area; RESOLVED: 1.That the City Manager is authorized to make formal application to the Interagency Committee for Out door Recreation for funding assistance. 2. That any fund assistance so received be used in the renovation and development of the outdoor swimming pool complex near the center of the City of Moses Lake. 3. That the city's share of the project will be derived from the sale of general obligation bonds or general fund revenues. 4. The City of Moses Lake does hereby certify that the city is responsible to support all non-cash commitments to the local share should they not materialize. 5. That any property acquired with financial aid through the Interagency Committee for Outdoor Recreation be placed in use as an outdoor recreation facility and be retained in such use in perpetuity unless otherwise provided and agreed to by the City Council,the Interagency Committee for Outdoor Recreation,and any affected federal agency. 6. That this resolution become part of a formal application to the Interagency Committee for Outdoor Recreation. 7. That adequate notification has been given and opportunity provided for public input and that published notices have identified affected flood plains and/or wetlands,if applicable. 8.That the City of Moses Lake does certify that the city is owner of the land to be developed and based on current knowledge,provides assurance there are no encumbrances on the land which would restrict recreation use of the land as proposed in this application.
