A RESOLUTION WAIVING THE BIDDING REQUIREMENTS FOR PURCHASING
MATERIALS AND EQUIPMENT
RECITALS:
1.The Moses Lake City Council has authorized the expenditure of up to $18,000 for the purchase of
materials and equipment to expand the City of Moses Lake's portable ice skating rink.
2.The amount authorized and appropriated for the materials to expand the portable ice skating rink will
U allow for the purchase of the necessary materials and equipment.
3. The materials and equipment desired,after considerable investigation,are manufactured by Cal-Mac
Manufacturing Corporation and sold through Ice Systems of America, Inc. as its sole vendor.
4. The materials and equipment produced by Cal-Mac Manufacturing Corporation integrate with the
Icemat Grid System which has ethylene vinyl acetate tubing which is extremely flexible with a useful
life of approximately 50 years.
5. The necessary materials and equipment are available only through Ice Systems of America, Inc.
6. Under the circumstances,special market conditions exist which requires waiving the bid require
ments set forth by statute for the purchase of materials and equipment.
RESOLVED:
1.The bid requirements for purchasing of materials and equipment set forth in RCW 35.23.352(6) and
RCW 35.23.352(A)are waived with regardto the purchasing of the necessary materialsand equip
ment to expand the City of Moses Lake's portable ice skating rink of the type manufactured by Cal-
Mac Manufacturing Corp. and sold through Ice Systems of America, Inc.because of the special
market conditions which exist.
2. The city staff is authorized to negotiate for the purchase of such materials and equipment without
regard to the requirements to go to bid.
