A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOSES LAKE
DECLARING ITS INTENTION TO IMPROVE THE CRESTVIEW DRIVE AREA BY
CONSTRUCTING AND INSTALLING A SANITARY SEWER SYSTEM AND
CONNECTING THE SANITARY SEWER SYSTEM TO EXISTING SANITARY
SEWER IN THE PAXSON DRIVE AREA AND UNDERGROUNDING ELECTRICAL
UTILITIES ALONG CRESTVIEW DRIVE AND TO CREATE A UTILITY LOCAL IM
PROVEMENT DISTRICT TO ASSESS A PORTION OF THE COST AND EXPENSE
OF SAID IMPROVEMENTS AGAINST PROPERTY IN SUCH DISTRICT SPECIAL
LY BENEFITTED THEREBY AND TO NOTIFY ALL PERSONS WHO MAY
OBJECT TO SAID IMPROVEMENT TO APPEAR AND PRESENT THEIR OBJEC
TIONS AT A REGULAR MEETING OF THE CITY COUNCIL TO BE HELD ON
FEBRUARY 8,1994 AT 7 P.M.
RECITALS:
1.A number of property owners have presented presented petitions to the Moses Lake City Council
asking the City Council to initiate a utility local improvement district (ULID).The original of each
petition shall be filed withthis resolution inthe permanent legislative history files inthe Cityof Moses
Lake. The Moses Lake City Council has accepted those petitions from a majority of the property
owners with property within the proposed Utility Local Improvement District.
2. A map outlining the proposed potential boundaries of the utilitylocal improvement district which will
bear the cost of the improvements,shall be filed with this resolution in the permanent legislative
history files of the City of Moses Lake.
RESOLVED:
1.That it is the intent of the City Council of the City of Moses Lake to order the improvement of the
Crestview Drive area by constructing and installing a sanitary sewer system and connecting the sewer
system to existing sanitary sewer in the Paxson Drive area and undergrounding electrical utilities
along Crestview Drive.All of the foregoing shall be in accordance with the plans and specifications
prepared under the direction of the City of Moses Lake and the Grant County Public Utility District.
All of the foregoing will be one continuous unit of the proposed improvement
2.That the improvement shall consist of extending a sewer main down Crestview Drive from the
intersection of Crestview Drive,ValleyRoad,and Airway Driveto the terminus of Crestview Drive and
then until such sewer main connects with an existing sewer main at the terminus of the sewer main
located in Paxson Driveextended and undergrounding electrical utilities along Crestview Drive.The
properties specially benefitted shall include those legally described as:

2.Crestview Estates No.2
3.Crestview Estates No.3
4.Crestview Estates No.4
5. SE 1/4 Section 16, T 19 N,R 28 E, WM
6. NE I/4 Section 21, T 19 N, R 28 E,WM
3. The actual assessments may vary from the assessment estimates so long as the assessments do not
exceed a figure equal to the increased true and fair value the improvement adds to the property.
4. That a portion of the entire cost and expense of said improvement in excess of $130,000 shall be
borne and assessed against the property specially benefitted by such improvement to be included
inthe local improvementdistrictto be established embracing as near as maybe all property specially
benefitted by such improvement.
5. That all persons who may desire to object to the improvement herein mentioned are hereby notified
to appear and present such objections at a meeting of the CityCouncil inthe Police/Court Building,
Moses Lake,Washington at 7 p.m. on February 8, 1994, which time and place are hereby fixed for
hearing all matters relating to said proposed improvement,and all objections thereto,and for
determining the method of payment of said improvement.
6. The Municipal Services Director ofthe City of Moses Lake is hereby directed to submitto the City
Council on or priorto February8, 1994 all data and information required by law to be submitted.
