RESOLUTION NO.1024
A RESOLUTION GRANTING COMPENSATORY TIME OFF
WHEREAS the City of Moses Lake was blanketed by volcanic ash from the May 18,1980
eruption of Mount St.Helens resulting in the area being declared in a state of
emergency and a federal disaster area,and;
WHEREAS,the City of Moses Lake's management requested that the city's employees
remain home;specifically requesing them not to work unless working for a depart
ment which required their services,and;
WHEREAS,all employees were paid their normal monthly salaries for May 1980
regardless of whether they worked or not during the period of May 19 through May
23,1980;
NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Moses Lake,
Washington that those non-exempt employees,as defined by the city's applicable
personnel resolution,who worked the period of May 19 through May 23,1980 be
granted up to three days of additional compensatory time off;
BE IT FURTHER RESOLVED that the amount of compensatory time off to be granted to
each employee shall be determined on an individual employee by employee basis by
the employee's department director,with the director's decision being final;
BE IT FURTHER RESOLVED that the actual taking of the compensatory time off shall
be scheduled by the department directors or their designees and shall be scheduled
so as not to affect or impair the operating efficiency of the city;
BE IT FURTHER RESOLVED that the compensatory time off hereby granted shall be
taken during the period ending August 31,1981 and if not taken by that date shall
be automatically forfeited;
BE IT FURTHER RESOLVED that the compensatory time off hereby granted has been
granted regardless of any existing or impending labor agreements and is not intended
to be a subject of pending or future labor negotiations;
BE IT FURTHER RESOLVED that the availability of compensatory time off to exempt
employees shall be governed by the city's applicable personnel resolution;
BE IT FURTHER RESOLVED that this resolution and the compesatory time off which has
been granted shall not apply to temporary or other city employees not governed by
the city's personnel practices and policies either through resolution or labor
agreement.
PASSED by the City Council of the City of Moses Lake,Washington,and APPROVED by
its Mayor this 24th day of June,1980.
