RESOLUTION NO. 1131
A RESOLUTION RELATING TO THE CONSTRUCTION AND
FUNDING OF A NEW WASTEWATER TREATMENT FACILITY
WHEREAS,the City of Moses Lake has been under Environmental Protection Agency
mandate to remove its effluent which is discharged by the city's current waste
water treatment facility into Pelican Horn,which flows into Moses Lake;and
WHEREAS,the current wastewater treatment facility is nearing its capacity,and
WHEREAS,the construction of a new wastewater treatment facility has been con
sidered studied,and reviewed since approximately 1975;and
WHEREAS,new wastewater treatment facilities will further the health,welfare,
economic growth,and development of Moses Lake,both in terms of industrial and
commercial placements;and
WHEREAS,the total construction of new wastewater treatment facilities are
anticipated to approximate $11,185 million;and
WHEREAS,the City has had offered to it a grant administered by the State of
Washington's Department of Ecology under the Referendum 39 program;and
WHEREAS,the grant offered by the Department of Ecology will cover 50%of cost
determined eligible by the Deppartment of Ecology,such cost having been deter
mined to equal $4,787,500;and
WHEREAS,the staff of the City of Moses Lake has been directed by the Moses
Lake City Council to accept the grant offer of the Department of Ecology;and
WHEREAS,the City of Moses Lake's share of the project,including the city's
share of grant eligible costs,and those costs which are not grant eligible,
plus legal,administrative,and fiscal costs equals $6.7 million;and
WHEREAS,the Moses Lake City Council has determined that the new wastewater
treatment facility should be built;
NOW,THEREFORE,BE IT RESOLVED that the City Council of the City of Moses Lake
has determined that the new wastewater treatment facility should be financed
with revenue derived from the sale of approximately $3.35 million in general
obligation bonds and $3.35 million in revenue bonds.
BE IT FURTHER RESOLVED that the election on the question of whether or not the
City should sell $3.35 million in revenue bonds to be used for a new wastewater
treatment facility should be submitted to the elctorate at the next available
date which is the general election scheduled for November 2,1982.
BE IT FURTHER RESOLVED that if the election on the question of whether or not
general obligation bonds should be sold in the approximate amount of $3.35
million for a new wastewater treatment facility fails,then the entire approx
imate cost of $6.7 million will be raised with the sale of revenue bonds.
