A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOSES LAKE DECLARING
ITS INTENTION TO IMPROVE MELVA LANE IN MELVA ADDITION 7,KITTELSON ROAD
FROM HIGHWAY 17 EAST TO THE CITY LIMITS,EASTLAKE DRIVE BETWEEN NELSON
ROAD AND JAMES AVENUE IN BROADRIPPLE ADDITION NO.3 BY GRADING,GRAVELING,
CONSTRUCTING AND INSTALLING CURBS,SIDEWALKS,SEWER SIDE LATERALS,WATER
SERVICES,ASPHALT CONCRETE PAVEMENT AND STORM DRAINAGE AND TO CREATE A
LOCAL IMPROVEMENT DISTRICT TO ASSESS THE COST AND EXPENSE OF SAID IMPROVE
MENTS AGAINST PROPERTY IN SUCH DISTRICT SPECIALLY BENEFITED THEREBY,AND
TO NOTIFY ALL PERSONS WHO MAY OBJECT TO SAID IMPROVEMENT TO APPEAR AND
PRESENT THEIR OBJECTIONS AT A REGULAR MEETING OF THE CITY COUNCIL TO BE
HELD ON JANUARY 14,1986 AT 8 P.M.
RECITALS:
1.The Moses Lake City Council has accepted petitions from the majority of the
property owners with property adjacent to the proposed Local Improvement Dis
trict on Melva Lane,Kittelson Road,Eastlake Drive,and James Avenue.
RESOLVED:
1.That it is the intent of the City Council of the City of Moses Lake to order
the improvement of the unpaved portion of Melva Lane adjacent to Lots 2,3,4,
and 6 of Melva Addition #7 by grading,graveling,constructing and installing
curbs,sidewalks,water services,sewer side laterals,asphalt concrete pave
ment and storm drainage.All of the foregoing shall be in accordance with the
plans and specifications therefore prepared under the direction of the City of
Moses Lake.All of the foregoing in Section 1 will be one continuous unit of
the proposed improvement and hereafter referred to as Unit #1.
2.That it is the intent of the City Council of the City of Moses Lake to order
the improvement of Kittelson Road east of Washington State Sign Route #17 to
the city limits which is 705.50'east of the south 1/4 corner of Section 25,
Township 19 North,Range 28 EWM by grading,graveling,constructing and in
stalling curbs,sidewalks,water services,sewer side laterals,asphalt con
crete pavement,and storm drainage.All of the foregoing shall be in accor
dance with the plans and specifications therefore prepared under the direction
of the City of Moses Lake.All the foregoing in Section 2 will be one con
tinuous unit of the proposed improvement and hereafter referred to as Unit #2.
3.That it is the intent of the City Council of the City of Moses Lake to order
the improvement of Eastlake Drive between Nelson Road and James Avenue,and all
of James Street in Broadripple No.3 by grading,graveling,constructing and
installing curbs,sidewalks,sewer side laterals,asphalt concrete pavement,
and storm drainage.All of the foregoing shall be in accordance with the plans
and specifications therefore prepared under the direction of the City of Moses
Lake.All the foregoing*1n Section 3 will be one continuous unit of the pro
posed improvement and hereafter referred to as Unit #3.
4.That the entire cost and expense of said improvement shall be borne and asses
sed against the property specially benefited by such improvement to be included
in the local improvement district to be established embracing as near as may be
all property specially benefited by such improvement.
5.That all persons who may desire to object to the improvement herein mentioned
are hereby notified to appear and present such objections at a meeting of the
City Council in the Police/Court Building,Moses Lake,Washington at 8 p.m.on
January 14,1986,which time and place are hereby fixed for hearing all matters
relating to said proposed improvement,and all objections thereto,and for
determining the method of payment of said improvement.
6.The Municipal Services Director of the City of Moses Lake is hereby directed to
submit to the City Council on or prior to January 14,1986 all data and infor
mation required by law to be submitted.
