1282RECITALS: RESOLUTION NO. 1282 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOSES LAKE DECLARING AN INTENTION TO IMPROVE THE CENTRAL BUSINESS DISTRICT AREA IN THE CITY OF MOSES LAKE AND CREATING AN LID TO PAY FOR THE COSTS OF IMPROVEMENT 1.A significant number of property owners representing a significant amount of assessed valuation have presented petitions to the Moses Lake City Council asking that the City Council initiate an LID using the statutorilly allowed resolution method.The original of each petition shall be filed with this resolution in the permanent legislative files in the City of Moses Lake. 2.A map outlining the proposed potential boundaries of an LID which would bear the cost of the improvements shall be filed with this resolution in the permanent legislative files in the City of Moses Lake. RESOLVED: 1.That it is the intent of the City Council of the City of Moses Lake to order the improvement of the following portions of the Central Business District Area of the City of Moses Lake: Broadway Avenue fronting on Block 11,Lots 5-11 Third Avenue fronting on Block 11,Lots 13 -19 Third Avenue fronting on Block 16,Lot 12 Alder Street fronting on Block 16,Lots 7-12 Third Avenue fronting on Block 17,Lot 1 Alder Street fronting on Block 17,Lots 1-6 All sides of Blocks 21,26,and 31 Third Avenue on Block 22 Alder Street on Block 22,Lots 19 - 24 Division Street on Block 22,Lots 1-6 Third Avenue on Block 27 Division on Block 27,Lots 1-6 Ash Street on Block 27,Lots 19 -24 Third Avenue on Block 32 Ash Street on Block 32,Lots 1-6 Beech Street on Block 32,Lots 13 -18 Third Avenue on Block 37 Beech Street on Block 37,Lots 1-6 Third Avenue on Block 36 Beech Street on Block 36,Lot 13 Broadway Avenue on Blocks H,G,and F Alder Street on Block F,Lot 12 by constructing and installing street,curb,gutter,and sidewalk im provements.All of the foregoing shall be in accordance with the plans and specifications therefore prepared under the direction of the City of Moses Lake.All of the foregoing in Section 2 will be one continuous unit of the proposed improvement and hereafter known as Unit #2. 2.That the entire cost and expense of said improvement shall be borne and assessed against the property specially benefited by such Improvement to be Included in the local improvement district to be established embracing as near as may be all property specially benefited by such improvement. 3.That all persons who may desire to object to the Improvement herein men tioned are hereby notified to appear and present such objections at a meeting of the City Council in the Police/Court Building,Moses Lake, Washington at 8 p.m.on January 27,1987,which time and place are hereby fixed for hearing all matters relating to said proposed improvement,and all objections thereto,and for determining the method of payment of said improvement. 4.The Municipal Services Director of the City of Moses Lake is hereby di rected to submit to the City Council on or prior to January 27,1987 all data and information required by law to be submitted.
