1330RECITALS: RESOLUTION NO.1330 A RESOLUTION REGARDING STREET CONSTRUCTION AND RECONSTRUCTION AND THE INSTALLATION AND LOCATION OF PURVEYED WATER AND SEWER UTILITIES 1.The City of Moses Lake engages in a street construction and reconstruc tion program financed from part of the proceeds of the receipts from the imposition of the second 1/2 cent in sales tax. 2.The City of Moses Lake has adopted a policy through its ordinances where connections to purveyed water and sewer utilities,whether supplied by a municipality or a private individual or entity,is encouraged and the continuation of the usage of septic systems is discouraged. 3.It is in the city's best interest to have purveyed water and sewer utili ties in place before the city expends its funds to construct or reconstruct a city street so that the constructed or reconstructed street is not torn up in order to locate purveyed water and sewer utilities. RESOLVED: 1.The city shall not expend its monies to construct or reconstruct a street using the funds derived from the imposition of the second 1/2 cent in sales tax or any other city monies if purveyed water and sewer utilities are not in place. 2.City staff is directed to encourage and promote local improvement dis tricts (LIDs)for the installation of municipal water and sewer utilities where those utilities do not exist and shall,as a matter of priority, deal first with those property owners where streets are to be constructed and/or reconstructed but no purveyed water and sewer utilities exist. 3.City staff shall annually prepare a five year street construction and reconstruction prioritized list.If there are no purveyed water and sewer utilities available in an area where streets are to be constructed or reconstructed when referring to the prioritized list,those streets shall not be constructed or reconstructed until such time the purveyed utilities are in place.When the purveyed water and sewer utilities are in place,the streets which need to be constructed and/or reconstructed shall be replaced on the list in their original prioritized position.
