1337L— RECITALS: RESOLUTION NO.1337 A RESOLUTION OF SUPPORT FOR THE HIGH ENERGY PHYSICS FACILITY FOR THE GRANT COUNTY,WASHINGTON STATE LOCATION 1.A particle accelerator known as a Superconducting-Super Collider (SSC) Proton Research synchrotron is needed to provide insight into the world of particles. 2.The particle accelerator consists of a tube approximately 10'in di ameter,50'or more underground,with approximately a 17 to 20 mile di ameter and a circumference of approximately 53 miles,complete with all necessary support systems including a test complex of 16,000 acres con sisting of many labs and experimental areas. 3.The construction time is estimated at 8 years with a $500 million annual budget consisting of 2,000 employees and 1,000 visiting scientists and technicians from all over the world. 4.The site proposal notification has been set for August 1987 in Washington D.C.with the best qualified list determined by the National Academy of Science (NAS)and National Academy of Engineering (NAE)by December 1987 and the preferred site by July 1988 with final site selection in January 1989. 5.Time is of the essence and top priority designation is needed as July 20, 1987 as been selected as the target date to have the proposal data in a form for presentation and mailing. RESOLVED: 1.The City Council agrees to support the SSC Grant County site project in principal. 2.The City Council agrees to a joint operation and exercise of the powers granted by the State of Washington for joint or singular action to pro vide the authority necessary for the SSC project in Grant County. 3.The City Council agrees to consider participation as a member of an ex ecutive board consisting of one person from the Port of Ephrata,City of Moses Lake,City of Quincy,PUD,and County Commissioners,with an ad visory board of one member from the cities of Moses Lake,Ephrata,Quin cy,George,and one from the Quincy Irrigation District and such addi tional members as the advisory board shall determine,subject to further Council approval.
