1339RECITALS: RESOLUTION NO. 1339 A RESOLUTION AUTHORIZING THE USE OF A SMALL WORKS ROSTER FOR PUBLIC WORKS AND AUTHORIZING THE SECURING OF TELEPHONE AND/OR WRITTEN QUOTATIONS PURSUANT TO RCW 35.23.352 1.Code cities are subject to the provision of RCW 35.23.352 as now or hereafter amended. 2.RCW 35.23.352(3)authorizes code cities to use a small works roster and —I award contracts without advertising and following the competitive bidding process. 3.RCW 35.23.352(8)authorizes code cities to make purchases of supplies, materials,equipment or services other than professional services,except for public work or improvement in excess of the limits established by RCW 35.23.35286)if the City Council by resolution authorizes a procedure for securing telephone and/or written quotations. 4.It is in the best interest of the City of Moses Lake to avoid the costs of preparing bid specifications and advertising the same for items cost ing up to the limit established by RCW 35.23.352(8)and a procedure for written and/or telephone quotations should be established. RESOLVED: 1.The City of Moses Lake Municipal Services Department is authorized to establish and use a small works roster pursuant to RCW 35.23.352(3)for public work and improvement projects up to the dollar limit set forth in RCW 35.23.352(3)without preparing and advertising competitive bid specifications pursuant to RCW 35.23.352(1). 2.The City of Moses Lake,through the City Manager or his designee,may I make purchases of supplies,materials,equipment or services other than professional services,except for public work or improvements in excess L-J of the limit established by RCW 35.23.352(6),up to the dollar limit es tablished by RCW 35.23.352(8)as follows: 2.1 When such a purchase is made,the City Manager or his designee shall proceed to notify all persons,firms,companies,or businesses which the City Manager or his designee believes can supply the items,of the city's intention to make the purchase,and invite written quota tions and/or telephone quotations followed by written confirmation. 2.2 The city Manager or his designee shall make diligent effort to con tact enough prospective vendors to assure the establishment of a competitive price and if the number of vendors contacted is less than three,the City Manager or his designee shall be prepared to show the City Council that there were in fact less than three pro spective vendors located within a reasonable area of the City of Moses Lake having in mind the items sought to be purchased. 2.3 After receipt of the quotations as above provided,the City Manager or his designee shall make the purchase from the lowest responsible vendor. 2.4 Immediately after the purchase is made,the price quotations I j received by the City Manger or his designee shall be filed in the Office of the Finance Director and shall be open to public inspec- I 1 tion and available by telephone inquiry during normal business hours. 3.This resolution supersedes as of its effective date Resolution No.1023.
