RESOLUTION NO. 1403
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOSES LAKE
DECLARING ITS INTENTION TO IMPROVE SEVENTH AVENUE AND ASHLEY
WAY BY GRADING,GRAVELING,CONSTRUCTING AND INSTALLING CURBS,
SIDEWALKS,SEWER SIDE LATERALS,WATER SERVICES,ASPHALT
CONCRETE PAVEMENT AND STORM DRAINAGE AND TO CREATE A LOCAL
IMPROVEMENT DISTRICT TO ASSESS THE COST AND EXPENSE OF
SAID IMPROVEMENTS AGAINST PROPERTY IN SUCH DISTRICT SPECIALLY
BENEFITED THEREBY,AND TO NOTIFY ALL PERSONS WHO MAY OBJECT
TO SAID IMPROVEMENT TO APPEAR AND PRESENT THEIR OBJECTIONS
AT A REGULAR MEETING OF THE CITY COUNCIL TO BE HELD ON
SEPTEMBER 13,1988 AT 8 P.M.
1.The City of Moses Lake has received petitions from the majority of the
property owners with property adjacent to the proposed Local Improvement
District.Copies of the petitions are filed with the city's Finance
Director.
RESOLVED:
1.That it is the intent of the City Council of the City of Moses Lake to
order the improvement of Seventh Avenue from the southwest side of Balsam
to the southwest side of Chestnut Street by grading,graveling,con
structing and installing curbs,sidewalks,asphalt concrete pavement,and
storm drainage.All of the foregoing shall be in accordance with the
plans and specifications therefore prepared under the direction of the
City of Moses Lake.All of the foregoing in Section 1 will be one con
tinuous unit of the proposed improvement and hereafter referred to as
Unit #1.
2.That it is the intent of the City Council of the City of Moses Lake to
order the improvement of Ashley Way from the south side of Hill Street to
the south end of Lot 5,Blocks 2 and 3,Eastlake Tracts by grading,
graveling,constructing and installing curbs,sidewalks,asphalt concrete
pavement,and storm drainage.All of the foregoing shall be in accor
dance with the plans and specifications therefore prepared under the di
rection of the City of Moses Lake.All the foregoing in Section 2 will
be one continuous unit of the proposed improvement and hereafter referred
to as Unit #2.
3.That the entire cost and expense of said improvement shall be borne and
assessed against the property specially benefited by such improvement to
be included in the local improvement district to be established embracing
as near as may be all property specially benefited by such improvement.
4.That all persons who may desire to object to the improvement herein men
tioned are hereby notified to appear and present such objections at a
meeting of the City Council in the Police/Court Building,Moses Lake,
Washington at 8 p.m.on September 13,1988,which time and place are
hereby fixed for hearing all matters relating to said proposed improve
ment,and all objections thereto,and for determining the method of pay
ment of said improvement.
5.The Municipal Services Director of the City of Moses Lake is hereby di
rected to submit to the City Council on or prior to September 13,1988
all data and information required by law to be submitted.
