571RESOLUTION NO.571 A RESOLUTION REQUESTING CONSTRUCTION OF PROJECT NUMBER SIX T.O.P.I.C.S.STUDY WHEREAS,the City of Moses Lake has done a T.O.P.I.C.S. Study,and WHEREAS,the T.O.P.I^.S.Study shovfe that there are traffic operation problems on State Route 171,known as West Broadway and proposed a project solution to this problem NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of Moses Lake that the Washington State Highway Commission be requested at their earliest possible time within the limitation of funding to construct said project Number Six of the City of Moses Lake T.O.P.I.C.S.Study BE IT FURTHER RESOLVED that a copy of this resolution, together with the copy of the T.O.P.I.C.S.Study be filed with the Director of Highways of the State of Washington. Mayor,Otto M.Skaug ATTEST; 'APPROVED AS TO FORM: £L^£//-rv-yti ohn E.Calbom -City Attorney ^J n RESOLUTION NO.570 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOSES LAKE DECLARING ITS INTENTION TO IM PROVE THE ALLEY BETWEEN BEECH-AND ASH STREETS RUNNING FROM FOURTH AND FIFTH AVENUES BY CON STRUCTING AND INSTALLING STORM DRAINAGE,AS- i j PHALT CONCRETE PAVEMENT AND DRIVEWAYS AND TO 1 I CREATE A LOCAL IMPROVEMENT DISTRICT TO ASSESS THE COST AND EXPENSE OF SAID IMPROVEMENT A-• GAINST THE PROPERTIES IN SAID DISTRICT ES PECIALLY BENEFITED THEREBY AND NOTIFYING ALL PERSONS WHO MAY OBJECT TO SAID IMPROVEMENTS TO APPEAR AND PRESENT THEIR OBJECTIONS AT A MEETING OF THE CITY COUNCIL TO BE HELD ON MAY 23,1972. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF j-^MOSES LAKE,WASHINGTON,as follows: !ys Section 1.That it is the intention of the City of ♦_««Moses Lake,City Council to order the improvement of the alley *P?between Beech and Ash Streets running from Fourth to Fifth £ZT Avenues by constructing and installing storm drainage,asphalt concrete pavement and driveways.All of the foregoing shall be in accordance with the plans and specifications prepared under the direction of the Public Works Director of the City of Moses Lake. Section 2.That the entire cost and expense of said improvement shall be borne and assessed against the property es pecially benefited by such improvement to be included in the local improvement district to be established and embracing all property specially benefited by such improvement. Section 3.That all persons who may desire to object to the improvements herein mentioned are hereby notified to appear and present such objections at a meeting of the City Council in the City Hall,Moses Lake,Washington,at 8:00 p.m.Pacific Stand ard Time on May 23, at which time and place are hereby fixed for hearing all matters relating to said proposed improvement and all objections thereto and for determining the method of payment of said improvement. I _Section 4. The Public Works Director of the City of 'Moses Lake, is hereby directed to submit to the City Council on or prior to the 23rd day of May, 1972, all data and information required by law to be submitted.
