693[ U RESOLUTION NO 693 A RESOLUTION PROVIDING FOR REVIEW BYCITY STAFF OF ALL NEW CONSTRUCTION ON FLOOD PRONE LANDS SO AS TO CONTROL FLOOD HAZARDS. WHEREAS,the City Council of the City of Moses Lake has adopted and Is enforcing a Zoning Code,Building Code,and a Shorelines Management Plan,and WHEREAS ,Section 301 of Chapter 3,of the 1970 Edition Volume I,of the Uniform Building Code enforced by the City of Moses Lake,prohibits any person,firm,or corporation to erect,construct,enlarge,alter, repair,move,Improve,remove,convert,or demolish any building or structure In the City or cause the same to be done,without first obtaining a seperate building permit for each such building or structure from the Building Inspector,and WHEREAS,the Community Development Director along with the Building Inspector must examine all plans and ^specifications for the proposed construction when application Is made to the Building Inspector for a building V*permit. Cvi CS NOW,THEREFORE.BE IT RESOLVED by the City Council of the City of Moses Lake as follows: O PQ 1.That the Community Development Director and Building Inspector shall review all building permit£jj applications for new construction or substantial improvements to determine whether proposed building sites will be reasonably safe from flooding.If a proposed building site Is In a location that has a flood hazard,any proposed new construction or substantial Improvements (Including prefabricated afid mobile homes)must (a)be designed (or modified)and anchored to prevent flotation, collapse or lateral movement of the structure,(b)use construction materials and utility equipment that are resistant to flood damage,and (c)use construction methods and practices that will minimize flood damage;and 2.That the Community Development Director and City Engineer shall review subdivision proposals " and other proposed new developments to assure that (a)all proposals are-consistent with the need to minimize flood damage,(b)all public utilities and facilities,such as sewer,gas, electrical,and water systems are located,elevated,and constructed to minimize or eliminate flood damage,and (c)adequate drainage Is provided so as to reduce exposure to flood hazards;and 3.That the City Engineer shall require new or replacement water supply systems and/or sanitary ./sewage systems to be designed to minimize or eliminate Infiltration of flood waters Into the systems and discharges from the systems Into flood waters,and require on-site waste disposal systems to be located so as to avoid impairment of them or contamination from them during flooding.
