A RESOLUTION OF THE CITY OF MOSES LAKE SUPPORTING THE
CONSTRUCTION OF THE NORTHERN TIER PIPELINE
WHEREAS,the Northern Tier Pipeline Company is making application before the
Washington State Energy Site Selection Evaluation Council for construction of a 42
inch petroleum pipeline between Port Angeles,Washington,and Clearbrook,Minne
sota,and a portion of this pipeline will be constructed through Grant County,
approximately 3 miles north of the Moses Lake community;and
WHEREAS,the Northern Tier Pipeline has experienced numerous delays in obtaining
the necessary land use permits;and
WHEREAS,the Moses Lake community is considered the agri-business center of the
Columbia Basin Project,with 500,000 acres of irrigated farmland supporting a
number of rural families,agri-cubiness and processing plants;and
WHEREAS,the Second Bacon Syphon &Tunnel Project,under the control of the Bureau
of Reclamation,will be complete in the fall of 1979,developing another 590,000
acres of irrigated farmland which will eventually require more services to develop
and maintain;and
WHEREAS,there is the potential that,if the Northern Tier Pipeline is constructed,
a refinery could be located in or about the Moses Lake area that would assure a
supply of petroleum products to support the present needs and future growth of
agri-culture commodities grown,processed,and distributed in the Columbia Basin;
and
WHEREAS,if a petroleum refinery is located in the Grant County area there would be
the potential of developing new industry,including fertilizer plants,agri-chemi
cal plants,and other products that are derivatives of petroleum,which would have
a positive effect in bolstering the Moses Lake economy by creating additional
employment opportunities;and
THEREFORE,BE IT RESOLVED,that the City Council of the City of Moses Lake
storngly support and endorse the construction of the Northern Tier Pipeline,in
that it will make available Alaskan and foreign crude to those refineries presently
dependent on Canadian crude,and that the pipeline will provide a new source of
petroleum products to support the growth of the agri-business within Eastern
Washington,as well as creating new industry,which will bolster the Moses Lake
economy by creating new employment and business opportunities,which all would be
in the best interest of the citizens of Moses Lake and Eastern Washington.
PASSED by the City Council of the City of Moses lake,Washington,and APPROVED by
its Mayor this 26th day of June,1979.
