RESOLUTION NO.502
A RESOLUTION OF THE CITY OF MOSES LAKE AMENDING THE
BASIC COMPENSATION PLAN FOR EMPLOYMENT IN THE
MUNICIPAL SERVICE OF THE CITY OF MOSES LAKE
WHEREAS,it is the desire of the City Council that salary and wageschedules shall be
adjusted in accordance with salary surveys conducted in preparation of the budget for
1970,and which are provided in the 1970 budget as approved by the City Council,
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MOSES
LAKE AS FOLLOWS:
Section 1.All City officers and employees shall receive that compensation set forth in
this amended position allocation schedule at the step said employee is assigned:

Section 2 Employee Classification
Employees of the City of Moses Lake shall be classified by their normal work
schedule for the purpose of overtime pay,holiday pay and compensatory time
as follows:
A.General employee shall be all employees of the City paid on a monthly
basis who normally work five eight-hour shifts out of seven days.

B.Police employees shall be all employees of the City Police Department
paid on a monthly basis who normally work six eight-hour shifts out of eight days
C.Fire employees shall be all employees of the City Fire Department paid
on a monthly basis who normally work three twenty-four hour shifts out of
eight days.

D.Part-time employees shall be all employees whose normal work schedule
calls for less than an eight-hour shift or who are paid on an hourly basis.
Section 3.Overtime Pay and Compensatory Time
The requirement of frequent and considerable overtime service in any organizational
unit shall be considered evidence of improper organization and shall be subject to
investigation at the discretion of the City Engineer.
Overtime work shall include only that work performed by an employee at the direction
of his department head or his authorized representative which,as a part of a single
tour of duty or by reason of a call back,exceeds the number of hours constituting
the established work day or work week for the class and for the department.Re
imbursement shall be made when it becomes necessary for the employee to be kept
on duty for a period in excess of one (1)hour over his regularly assigned schedule.
Whenever the employee is called back from off duty,he shall be entitled to a
minimum of one hour overtime or compensatory time.Attendance at any trai ning
session,or attendance by any employee at a City Council meeting or general
committee meeting shall not be construed as overtime.
Reimbursement for overtime or compensatory time will not be made to administrative
officials,department heads,or supervisory personnel except as provided under pro
visions for holiday pay.
A.Overtime Pay
Schedule 1.Overtime payment will not be made to any part time,hourly,
seasonal or limited term personnel.
Schedule 2.Employees paid on a monthly basis will be allowed overtime pay as
follows:
(a)General employees,except department heads,assistant department
heads,division heads and clerical personnel shall receive overtime
pay at one and one-half times their regular rate when required to work
in excess their regular work day or work week.
(b)Police employees,except Chief,Lieutenant,Clerical and Poundmaster,
shall receive overtime pay for work performed which occurs on their
regular time off,except training sessions.The amount each employee
receives shall be weighed by his overtime rate and hours worked applied
to total appropriation within the current budget.

(c)Fire employees,except Chief,Assistant Chief and Fire Marshal,
shall receive overtime for work performed which occurs on their regular
time off except training sessions.The amount each employee receives
shall be weighed by his overtime rate and hours worked applied to total
appropriation within the current budget.The Fire Inspector shall receive
overtime as set out herein when actually engaged in fighting a fire which
occurs on his regular time off.
Pay shall be computed by dividing each employee's basic annual salary by his
normal annual hours worked to arrive at an hourly rate.Overtime hourly pay rate
shall be computed for the various employees of the City as follows:

B.Compensatory Time
Schedule 1.Employees,except Department Heads,Assistant Department
Heads,and Division Heads,paid on a monthly basis and not eligible for
overtime pay may be allowed compensatory time off if assigned specifically
to overtime work by the department director or division head.
Schedule 2.Allowable compensatory time worked shall be reported on the
daily time reports as prescribed by the Finance Director.
Section 4.Holidays
Employees of the City of Moses Lake shall have the following holidays as vacation
with pay;except that part-time,hourly,seasonal and limited term personnel shall
not be entitled to holiday with pay:
New Year's Day (Tanuary 1)
Washington's Birthday (February 22)
Memorial Day(May 30)
Independence Day (Tuly 4)
Labor/(lst Monday in September)
Thanksgiving Day (4th Thursday in November)
Friday following Thanksgiving Day
Christmas Day (December 25)
Biennial State Election Day(even numbered years)
When one of the holidays listed above falls on Sunday,the next day following
will also be observed as a holiday with pay.When one of the holidays falls
upon a Saturday,no other day will be observed as a holiday.

Employees of the Fire Department,except Chief,Assistant Chief,Fire Marshal
and Fire Inspector;employees of the Police Department except Chief,Lieutenant,
Clerical and Poundmaster;Sewerage Treatment Plant Operator and Assistant
Sewerage Treatment Plant Operator shall be entitled to holiday pay for all days
designated as holidays for employees of the City of Moses Lake computed by
using the following formula:

Employees,except Department Heads,Assistant Department Heads and
Division Heads,whose normal schedules do not require holiday work,when
required to work on a holiday,shall be compensated in compensatory time
off for actual hours worked on a holiday.Employees who are eligible for
compensation for overtime work,when required to work on a holiday shall
then be compensated in cash at a rate for each class as set out in section 3 of
this resolution for the actual hours worked on a holiday.
Section 5 .Education Premium Pay
Employees of the Fire Department except Fire Chief;employees d the Police
Department except Police Chief and Clerical,who have received an Associate
of Applied Arts Degree in Fire Science or Police Science shall receive in
addition to their basic monthly salary (5%)five percent premium pay based on
their basic monthly salary.
Section 6.Sick Leave
Section 17 of Resolution No.2 01 shall be amended to allow any sick leave accrued
but unused in any year to be accumulative for succeeding years to a maximum of

ninety (90)working days,except that firemen working a 63 hour week shall have
their leave accumulative in hours,not to exceed 1134 hours.When,because of
the City's membership in any retirement system the City is required to continue
the salary of an employee,because of disability,the sick leave accumulated
hereunder shall run concurrently with the requirements of the retirement act.
—I Section 7.Pay for Fractional month
Fractional pay for beginning or for termination of employment shall be computed for
days worked.Hourly pay rates for employees paid by the month shall be computed
and established by dividing the annual salary by the total number of hours worked
per year,in accordance with the formulas in Section 3 and 4 of this Resolution.
This resolution shall become effective January 1,1970.
PASSED by the City Council and APPROVED by its Mayor this 23rd day of
December,1969.
