51v_x s*/ RESOLUTION NO.51 BE IT RESOLVED toy the Council of the City of Moses Lake,Wash ington,as follows: Section 1. That Is the intention of the Council of the City of Moses Lake,Wash ington,to order the Improvement of the following described streets within the city by the construction and Installation of sidewalks and com bined curblngs and gutters as here inafter described and by doing such other work as may be necessary In connection therewith,all In accord ance with plans prepared by the city's engineers. (A).The following streets shall be Improved by the construction of a concrete combined curb and gutter which will have a 2'6"over-all width and a 2'apron on the front of the curb: The north side of Broadway Ave nue from Central Avenue to Cedar Avenue The south side of Broadway Avenus from Central Avenue to Dogwood Avenue Both sides of Third Street from Central Avenue to Dogwood Ave nue. Both sides of Holly Avenue from Broadway Avenue to Third Street. Both sides of Grape Avenue from Broadway Avenue to Third Street. Both sides of Fir Avenue from Broadway Avenue to Third Street The west side of Dogwood Ave nue from Broadway Avenue to Third Street The east side of Alder Avenue from Fifth Street to Sixth Street. The west side of Birch Avenue from Fifth Street to Sixth Street The south side of Fifth Street from Alder Avenue to Birch Avenue The north side of Sixth Street from Alder Avenue to Birch Ave nue The east side of Birch Avenue from Fifth Street to a point op posite the center line of Block 17 The west side of Birch Avenue from the center line of Block 16 to Third Street The north side of Third Street from Birch Avenue east to a point 200 feet from Alder Avenue (B).The following streets shall be improved by the construction of a concrete combined curb and gutter and a 5'concrete sidewalk: The cast side of Dogwood Ave nue from Broadway Avenue to Third Street Both sides of Cedar Avenue from Broadway Avenue to Fourth Street Both sides of Beech Avenue from Broadway to Fifth Street Both sides of Ash Avenue from the alley between Broadway Ave nue and Third Street to Fifth Street Both sides of Germanla Avenue from the alley between Broadway Avenue and Third Street to Sixth Street The west side of Alder Avenue from the center line of Block 21 to Seventh Street The east side of Alder Avenue from the center line of Block 16 to Fifth Street,and the east side of Alder Avenue from Sixth Street to Seventh Street The west side of Birch Avenue from Broadway Avenue to the cent er line of Block 16,and the west side of Birch Avenue from Third Street to Fifth Street,and the west side of Birch Avenue from Sixth Street to Seventh Street The north side of Third Street from Dogwood Avenue to a point 200 feet northeast of Alder Ave nue The south side of Third Street from Dogwood Avenue to Birch Avenue Both sides of Fourth Street from Cedar Avenue to Birch Ave The north side of Fifth Street from a point approximately 50 feet east of Beech Avenue to the County Road The south side of Fifth Street from Alder Avenue to Beech Ave nue;and the south side of Fifth Street from Birch Avenue to the County Road The north side or Sixth Street from Alder Avenue to a point op posite the westerly boundary pro jected of the east tier of lots In Block 29 The south side of Sixth Street from Birch Avenue to Germanla Avenue (C).The following streets shall be Improved by the construction of a concrete combined curb and gutter and a 12'concrete sidewalk: The north side of Broadway Ave nue from Birch Avenue a distance of approximately 220 feet south westerly from Birch Avenue,and the north side of Broadway Avenue from Beech Avenue to Cedar Ave nue The south side of Broadway Ave nue from Dogwood Avenue to Beech Avenue,and the south side of Broadway Avenue from the center line of Block 16 to Birch Avenue. All of said sidewalks shall be 4 Inches thick with the exception of driveways,which will be 5 Inches thick In the driveway sections; pro vided that no sidewalks shall be con structed as above provided where they are already in existence. Section 2. All persons who may desire to object thereto are hereby notified to appear and present sucn objec tions at a meeting of the City Coun cil to be held In the High School Gymnasium in the City of Moses Lake,Washington,at 8:00 o'clock p.m.on the 23rd day of June.1949. which time and place Is hereby fixed for hearing all matters relating to said proposed improvement and all objections thereto,and for determin ing the method of payment for said Improvement. Section 3. G. D. Hall & Associates,consult ing engineers,Yakima,Washington, employed by the city in the matter of this Improvement, are hereby di rected to submit to the Council at or prior to the date fixed for special hearing the estimated cost and ex pense of such Improvement,a state ment of the proportionate amount thereof which should be borne by the property within the proposed as sessment district,a statement of the aggregate assessed and actual valua tions of all the real estate,exclu sive of improvements,within said district according to the valuation last placed upon It for the purpose of general taxation,together with a diagram or print showing thereon the lots,tracts and parcels of land and other property which will be specially benefitted thereby and the estimated amount of the cost and expense of such improvement to be borne by each such lot,tract or par cel of land or other property. Section 4. The entire cost and expense of said Improvement shall be borne by and assessed against the property liable therefore as provided by law. Section 5. The City Clerk Is hereby directed to give notice of said hearing by publication of this resolution in the manner required by law and by mail ing a notice of such hearing as re quired by law to each owner or re puted owner of any lot,tract or parcel of land or other property specially benefitted by the Improve ment,and to specify in said mailed notices the nature of the proposed Improvement,the total estimated cost thereof,and the estimated bene fit to the particular lot,traot or parcel of land owned by such person.
