52v..•* RT HF 5-23-^9 5 RESOLUTION NO.j& BE IT RESOLVED by the Council of the City of Moses Lake, Washington, as follows: Section 1.That it is the intention of the Council of the City of Moses Lake, Washington, to order the improvement of the following de scribed streets within the city by the construction and installation of sidewalks and combined curbings and gutters as hereinafter described and by doing such other work as may be necessary in connection there with, all in accordance with plans prepared by the city's engineers. A. The following streets shall be improved by the construction of a concrete combined curb and gutter which will have a 2'6"over-all width and a 2'apron on the front of the curb: The north side of Broadway Avenue from Central Avenue to Cedar Avenue The south side of Broadway Avenue from Central Avenue to Dogwood Avenue Both sides of Third Street from Central Avenue to Dogwood Avenue Both sides of Holly Avenue from Broadway Avenue to Third Street Both side8 of Gra^e Avenue from Broadway Avenue to Third Street Both sides of Fir Avenue from Broadway Avenue to Third Street The west side of Dogwood Avenue from Broadway Avenue to Third Street The east side of Alder Avenue from Fifth Street to Sixth Street The west side of Birch Avenue from Fifth Street to Sixth Street The south side of Fifth Street from Alder Avenue to Biroh Avenue The north side of Sixth Street from Alder Avenue to Birch Avenue 1. o^>^o The east side of Birch Avenue from Fifth Street to a point opposite the center line of Block 17 The west side of Birch Avenue from the center line of Block 16 to Third Street The north side of Third Street from Birch Avenue east to a point 200 feet from Alder Avenue B.The followihg streets shall be improved by the construction of a concrete combined curb and gutter and a 5'concrete sidewalk: The east side of Dogwood Avenue from Broadway Avenue to Third Street Both sides of Cedar Avenue from Broadway Avenue to Fourth Street Both sides of Beech Avenue from Broadway Avenue to Fifth Street Both sides of Ash Avenue from the alley between Broadway Avenue and Third Street to Fifth Street Both sides of G-ermania Avenue from the alley between Broadway Avenue and Third Street to Sixth Street The west side of Alder Avenue from the center line of Block 21 to Seventh Street The east side of Alder Avenue from the center line of Block 16 to Fifth Street,and the east side of Alder Avenue from Sixth Street to Seventh Street The west side of Birch Avenue from Broadway Avenue to the center line of Block 16,and the west side of Birch Avenue from Third Street to Fifth Street,and the west side of Birch Avenue from Sixth Street to Seventh Street The north side of Third Street from Dogwood Avenue to a point 200 feet northeast of Alder Avenue The south side of Third Street from Dogwood Avenue to Birch Avenue Both sides of Fourth Street from Cedar Avenue to Birch Avenue The north side of Fifth Street from a point approximately 50 feet east of Beech Avenue to the County Road The south side of Fifth Street from Alder Avenue to Beech Avenue, and the south side of Fifth Street from Birch Avenue to the County Road The north side of Sixth Street from Alder Avenue to a point opposite the westerly boundary projected of the east tier of lots in Block 29 2. o^o^ The south side of Sixth Street from Birch Avenue *to (Jermania Avenue C.The following streets shall be improved by the construction of a concrete combined curb and gutter and a 12'concrete sidewalk: The north side of Broadway Avenue from Birch Avenue a distance of approximately 220 feet southwesterly from Birch Avenue, and the north side of Broadway Avenue from Beech Avenue to Cedar Avenue The south side of Broadway Avenue from Dogwood Avenue to Beech Avenue,and the south side of Broadway Avenue from the center line of Block 16 to Birch Avenue. All of said sidewalks shall be k inches thick with the exception of driveways,which will be 5 inches thick in the driveway sections; pro vided that no sidewalks shall be constructed as above provided where they are already in existence. Section 2.All persons who may desire to object thereto are hereby notified to appear and present such objections at a meeting of the City High School Gymnasium Council to be held in the/6&bd)55cifefe3.in the City of Moses Lake,Washington, at 8:00 o'clock p_.m.on the _&&£&day of June,19^9,which time and place is hereby fixed for hearing all matters relating to said proposed improvement and all objections thereto,and for determining the method of payment for said improvement. Section 3.G.D.Hall & Associates, consulting engineers,Yakima, Washington,employed by the city in the matter of this improvement,are hereby directed to submit to the Council at or prior to the date fixed for special hearing the estimated cost and expense of such improvement, a statement of the proportionate amount thereof which should be borne by the property within the proposed assessment district, a statement of the aggregate assessed and actual valuations of all the real estate,ex clusive of improvements, within said district according to the valuation last placed upon it for the purposes of general taxation,together with 3. v^^^ a diagram or print showing thereon the lots,tracts and parcels of land and other property which will be specially benefited thereby and the estimated amount of the cost and expense of such improvement to be borne by each such lot,tract or -oarcel of land or other property. Section k.The entire cost and expense of said improvement shall be borne by and assessed,against the property liable therefor as provided by law. Section 5.The City Clerk is hereby directed to give notice of said hearing by publication of this resolution in the manner required by lav;and by mailing a notice of such hearing as required by law to eacn owner or reputed owner of any lot,tract or parcel of land or other property specially benefited by the improvement,and to specify in said mailed notices the nature of the proposed improvement,the total estimated cost thereof,and the estimated benefit to the particular lot,tract or parcel of land owned by such person.
