178RESOLUTION /7 * RESOLUTION APPROVING THE APPLICATION OF THE HOUSING AUTHORITY OF GRANT COUNTY,WASHINGTON FOR PRELIMINARY LOAN FOR LOW-RENT PUBLIC HOUSINGS WHEREAS,It is the policy of this locality to eliminate sub standard and other inadequate housing,to prevent the spread of slums and blight, and to realize as soon as feasible the goal of a decent home in a suitable living envlorment for all of its citizens; and WHEREAS,under the provisions of the United states Housing Act of 1937, as amended, the Public Housing Administration is authorized to provide financial assistance to local public housing agencies for undertaking and carrying out preliminary planning of low-rent housing projects that will assist in meeting this goal;and WHEREAS,the Act provides that there shall be local determina tion of need for low-rent housing to meet needs not being adequately met by private enterprise and that the Public Housing Acministration shall not make any contract with a public housing agency for prelim inary loans for surveys and planning in respect to any low-rent housing projects unless the governing body of the locality involved has by resolution approved the applicationodftthe public housing agency for such preliminary loan;and WHEREAS, the Housing Authority of Grant County,Washington (herein called the "Local Authority")is a public housing agency and is applying to the Public Housing Administration for a preliminary loan to cover the costs of surveys and planning in connection with the development of low-rent housing;and WHEREAS,pursuant to Section 15 (7)(b)of the united states Housing Act of 1937,as amended,it is necessary that the City of Stosee La&e enter into a Cooperation Agreement with the Local Authority providing for local cooperation la connection with such low-rent houeing project*which local cooperation is authorised under the Housing Cooperation law of the State of Washington* H0V7,'THEREFORE,BE £?mBOWBQ m WB CIOT COUNCIL OP WB CITO OP MOSES LAKB,HASHBS0I!OB AB FOLLOWS £ 1* There exists in the City of flosee X*a2ce a need for such lc&7«reat housing at rents within the toeaae of low-iacesa©families or persons© 2«The application of the Local Authority dated *195 «to the Public Housing AdraiBis- tration for a preliminary loan l&aa amount not to exceed $12,000.00 gpy surveys and planning in connection with low-rent housing projects of aot to exceed 60 dwelling unite is hereby approved*. 30 She City Council,hereby determines,pursuant to the provisions of the Washington Sousing Cooperation Law (being Chapter 74«28,Sections 74,28.010 through 74o28*07Q,inclusive, of the Revised code of Washington),to enter iato a Cooperation Agreement in substantially the form hereinafter set forth with the kocai Authority**£h©&ayor of the City of JEtoses Late ie here by authorised and directed to execute such Cooperation Agreement in the name and on behalf of the City of Mosas Lake and the City Clerk is hereby authorised and directed to affix or irnpresB the official seal of the City of Steads Xistfce thereon and to attest the «•2 — 4.This Resolution shall become effective immediately and need not be laid over or published or posted pursuant to Sec.74.28.060 of the Revised Code of Washington.
