A RESOLUTION of the City Council of the City
of Moses Lake,Washington,declaring its intention
to improve Northshore Drive,Knolls Vista Drive,Pine
Drive,Clark Drive,Lakeside Drive,Margaret Street,
and Nelson Road by grading,graveling,constructing and
installing storm drainage,side lateral sewer connection,
curbs,sidewalks and asphalt concrete pavement and
Hawthorne Drive by constructing and installing concrete
sidewalk and to create a local improvement district to
>1 assess the cost and expense of each continuous unit of
said improvements against properties in such district
specially benefited thereby;and notifying all persons who
may desire to object to said improvements to appear and
present their objections at a meeting of the City Council
to be held on March 12,1963.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MOSES
LAKE,WASHINGTON,as follows:
Section 1.That it is the intention of the City Council of
Moses Lake,Washington,to order the following improvements within
the City of Moses Lake,Washington:
(1)The improvement of Northshore Drive from Mattson
Drive to Pine Drive,Knolls Vista Drive from Ridge
Road to Pine Drive and northeast half of Pine Drive
from Knolls Vista Drive to Northshore Drive by
grading,graveling,constructing,and installing
storm drainage,side lateral sewer connections,
curbs,sidewalks and asphalt concrete pavement,
all of the foregoing being one continuous unit of
the proposed improvement and hereafter referred to
as "Unit No.1".
(2)The improvement of Pine Drive from Central Drive
to the east boundary of Knolls Vista thirteenth addi
tion and Clark Drive from Pine Drive to the southwest
boundary of Knolls Vista fifteenth addition by grading,
graveling,constructing and installing storm drainage,
curb,sidewalks,and asphalt concrete pavement,all
of the foregoing being one continuous unit of the
proposed improvement and hereafter referred to as
"Unit No.2".
(3)The improvement of Pine Drive from Central Drive to
Knolls Vista Drive and the southwest half of Pine Drive
from Knolls Vista Drive to Northshore Drive by grading,
graveling,constructing and installing storm drainage,
curbs,sidewalks and asphalt concrete pavement,all
,I of the foregoing being one continuous unit of the pro
posed improvement and hereafter referred to as "Unit
No.3".
(4)The improvement of Lakeside Drive from Margaret
Street to the southwest boundary of Lakeview Village
Addition and Margaret Street from Peninsula Drive to
Lakeside Drive by grading,graveling,constructing,
and installing storm drainage,side lateral sewer
connections,curbs,sidewalks and asphalt concrete
pavement,all of the foregoing being one continuous
unit of the proposed improvement and hereafter refer
red to as "Unit No.4".
(5) The improvement of Nelson Road from Madison Avenue
to Pioneer Way by grading,graveling,constructing
and installing storm drainage,side lateral sewer
connections,curbs,sidewalks and asphalt concrete
pavement,all of the foregoing being one continuous unit
of the proposed improvement and hereafter referred to
as "Unit No.5".
(6)The improvement of Nelson Road from Pioneer Way to
the east corporate limits by grading,graveling,const
ructing and installing storm drainage,side lateral
sewer connections,curbs,sidewalks,and asphalt
concrete pavement,all of the foregoing being one con
tinuous unit of the proposed improvement and hereafter
referred to as "Unit No.6".
(7)The improvement of Hawthorne Drive from Canterbury
Lane to Plum Street by constructing and installing a
5-foot concrete sidewalk on the north side in front of
and adjacent to lots 23 through 29 of North Terrace No.3
Addition,all of the foregoing being one continuous unit
of the foregoing proposed improvement and hereafter
referred to as "Unit No.7".
All of the foregoing shall be in accordance with the plans and
specifications therefor prepared by J.Garth Anderson,Public Works
Director and City Engineer.
Section 2.That the entire cost and expense of said improvements
shall be borne by and assessed against the property specially benefited by
such improvement to be included in the local improvement district to be
established,embracing,as near as may be,all property specially benefited
by such improvement;PROVIDED,HOWEVER,that in the event the actual
total cost and expense of said improvement shall exceed the preliminary
cost estimate of the Public Works Director and City Engineer by more than
ten per cent,the City shall pay that portion of said cost and expense which
exceeds said ten per cent.That the assessment rates shall be computed on
the basis of the cost and expense of each continuous unit of said improve
ment,as above described.

Section 3.That all persons who may desire to object to the im
provement herein mentioned are hereby notified to appear and present such
objections at a meeting of the City Council to be held in the Council
Chambers in the City Hall,Moses Lake,Washington,at 8:00 P.M.,
on March 12,1963,which time and place are hereby fixed for hearing all
matters relating to said proposed improvement,and all objections thereto,
and for determining the method of payment for said improvement.
Section 4.J.Garth Anderson,Public Works Director and City
Engineer,is hereby directed to submit to the City Council on or prior to the
12th day of March,1963,all data and information required by law to be
submitted.
The foregoing Resolution was ADOPTED by the City Council of the
City of Moses Lake,Washington,at a regular meeting thereof this 12th day
of February,1963.
