308RESOLUTION No.308
WHEREAS,under date of August 23,1963 the City of
Moses Lake,a municipal corporation,filed an application with the
Washington Utilities and Transportation Commission,requesting that
it require the installation of automatic grade crossing signal protection
at the point where Alder Street crosses the trackage of the Chicago,
Milwaukee,St.Paul and Pacific Railroad Company within the City of
Moses Lake,Washington,and
WHEREAS,for several years prior to the date of said petition
a dangerous condition has existed at the Alder Street crossing which is
detrimental to the public health,safety and welfare of the citizens of the
City of Moses Lake and other users of Alder Street,and
WHEREAS,this dangerous condition still exists and is of
grave concern to the City Council of the City of Moses Lake and
WHEREAS it appears that the majority of accidents at the
Alder Street crossing within past years occurred during the hours of
darkness and could have been avoided if automatic grade crossing signal
protection had existed and
WHEREAS the installation of automatic grade crossing signal
protection would also benefit the Chicago,Milwaukee,St.Paul and
Pacific Railroad Company by protecting its property and the safety and
lives of its employees and
WHEREAS Alder Street was formerly a county road known as
Grant County Road No.722,which existed prior to the installation of
trackage by the Chicago,Milwaukee,St.Paul and Pacific Railroad Company
at the Alder Street crossing
NOW,THEREFORE,BE IT RESOLVED:
1.That the public health,safety and welfare of the citizens
of Moses Lake,other users of Alder Street and the Chicago,Milwaukee,St.
Paul and Pacific Railroad Company should be safeguarded and protected by
the installation of automatic grade crossing signal protection at the point
where Alder Street crosses the Chicago,Milwaukee,St.Paul and Pacific
Railroad trackage.
2 .That the City Council of the City of Moses Lake
does respectfully request that the Washington Utilities and Transportation
Commission require the installation of automatic grade crossing signal
protection at the Alder Street crossing.
3 .That it is fair and equitable that the Chicago,
Milwaukee,St.Paul and Pacific Railroad Company should pay the entire
cost for the installation of automatic grade crossing signal protection
at the Alder Street crossing.
PASSED by the City Council of the City of Moses Lake
and APPROVED by its mayor this 12th day of November,1963.
