RESOLUTION No.348
A RESOLUTION OF THE CITY OF MOSES LAKE,
AMENDING THE BASIC COMPENSATION PLAN
FOR EMPLOYMENT IN THE MUNICIPAL SERVICE
OF THE CITY OF MOSES LAKE
WHEREAS,there is a need within the municipal service of the City of Moses
Lake for a comprehensive wage and salary plan establishing schedules and
rates of compensation to be paid to officers and employees of the City,
other than elected officers and part-time employees,and
WHEREAS,such wage and salary plan should provide for recognition of
efficient,faithful and meritorious service to the City,and
WHEREAS,the establishment of the principles of equal pay for equal work and
compensation incentives for continued improvement of service by city employees
should result in more efficient and more economical municipal government:
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MOSES LAKE that the wage and salary plan adopted by Resolution No.201 and
as amended by Resolution Nos.215,219, 243,280 and 301 is hereby amended
as follows:
Section 1.All city officers and employees shall receive that
compensation set forth in the amended position allocation schedule
at the classification and step said employee is assigned.

Advancement to the next higher step to that in which the employee
has been previously paid shall be effective the 1st day of the month
following completion of each year of service,subject to the employee
having satisfactorily demonstrated increased capability in performing
his assigned responsibilities.Recommendation of the department
head is required for advancement,followed by approval of the City
Manager.
A previously experienced individual may be advanced more rapidly than
specified above upon the recommendation of the department head and
approval of the City Manager,subject to budgetary limitations.
Section 4.Salary Advancement above the normal schedule.
Merit increase above the steps listed for a particular position may
be granted upon recommendation of the department head,concurrence
by the City Manager and approval by the City Council.A premium
rate will be granted only when the department head has made a
convincing showing that "exceptional service"is being performed.
The premium rate may be withdrawn without recourse to Civil Service
or other regulations should the employee fail to continue performance
at a level classified as "exceptional service."A withdrawal of
premium rate,when affected,shall be upon recommendation of the
department head and approval of the City Manager.
1."Exceptional Service"means that theemployee on his own
initiative and by his own efforts and abilities,is rendering
service above the level of proficiency normally expected in the
class,or is producing results consistently superior to that
normally expected of employees in the class.

2."Exceptional Service"does not include unusual acts or
results which are caused by unusual conditions beyond the
control of the employee,to which he demonstrated a normal
reaction under the circumstances.
3.Following are some examples of the kinds of performance which
might be considered "exceptional service":
a.Developing or discovering a concept,technique,
practice or procedure related to the work of the
class which improves the quality of the service
or results in financial saving.
b.Performing the work of his class at a standard con
sistently above that normally expected,with resulting
improvement of service or financial savings.
c.Consistently demonstrating ingenuity in the solution
of difficult problems,with resulting improvement of
service or financial savings.
d.Activity in community service or professional organiza
tions on the employee's own time which contribute
measurably to enhancing the prestige of public service.
Section 5 .Effective date.
The provisions of this resolution shall become effective January 1,1965.
PASSED by the City Council and APPROVED by its Mayor this 22nd day of
December,1964.
