A RESOLUTION ADOPTING A STREET MAINTENANCE
POLICY FOR THE CITY OF MOSES LAKE,WASHINGTON
WHEREAS,the concepts relative to the maintenance of City streets as
hereinafter set forth under Items 1 through 5,are deemed to be sound
and in the public interest:
1.Planning,design and construction of arterial city streets
must conform to the design standards for major and secondary
arterial streets established by the State Design Standards
Committee under the provisions of RCW 35 .78 and City of
Moses Lake Standard Specifications.
2.Arterial Streets (Primary,Community and Neighborhood
Collector Arterials)are the principal traffic arteries and
serve large volumes of through traffic and must be maintained
with available funds to a high standard to carry this prevailing
traffic and to handle traffic coming from the residential and
access streets.
3.Access Streets,after construction by abutting property
owners to meet standards established by the City,should
thenceforth be maintained by the city out of regular street
maintenance revenue;where access streets are gravelled to the
city standard,maintenance should be of the minimum that
permits use by normal neighborhood traffic.
4.Alleys are narrow lanes between buildings.After con
struction by property owners,they shall thenceforth be
maintained by the city in accordance with the priority named
below.

5 .Priority on expending maintenace funds shall be given
the following order:
1 .Primary arterial streets
2 .Community arterial streets
3 .Neighborhood collector arterial streets
4.Access streets
5 .Alleys
6 .City parking lots
WHEREAS it is advisable and in the public interest to adopt a street
maintenance policy for the City of Moses Lake based upon the above
concepts ,NOW,THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MOSES LAKE,
WASHINGTON,AS FOLLOWS:
Section 1.That the following table establishes the level of
street maintenance on each of the several street classifications shown
herein and will be known as the Street Maintenance Policy of the City of
Moses Lake:

Where a residential street is carrying in excess of 5 00 vehicles per day
(or an arterial in areas not developed)and where,in the opinion of the
Director of Public Works,such street is seriously deteriorated to the
extent that it cannot be economically maintained as authorized herein,
the City Council may authorize special maintenance procedures beyond the
standard incorporated herein.
Type of Construction
High Grade -Paved Streets are those having Portland cement concrete
or asphalt concrete surface over prepared base.
Low Grade -Bituminous Surface Treatment (BST)Streets are those having
one or more applications of asphalt and chips over an acceptable
base course.
Unpaved -Graded Only.4-5 inch gravel base -no surface treatment or
paving,in accordance with subdivision standards and City of
Moses Lake Construction Specifications.
Section 2 .That the City Council,taking special recognition of the local
street maintenance problem and the limitation of city funds with which to cope
with the problem,does hereby adopt additionally as a part of the Street
Maintenance Policy of the City of Moses Lake,the following:
1 .Property owners shall be encouraged and aided in every practical
and expeditious manner to form Local Improvement Districts for street
improvements .

2.Property owners at their own expense may apply a dust palliative
treatment on graveled streets and alleys after securing a permit from the
Director of Public Works to do such work if done in accordance with city
specifications.
3.When the public safety and welfare is jeopardized by the deterioration
of residential streets and property owners have not petitioned for improve
ments,the City Council may authorize the City Manager to arrange for the
preparation of street improvement plans and a proposed resolution of
intention to improve these seriously deteriorating streets by the LID method.
4.In the event the authority to proceed with an LID street improvement
project is restrained by written protest in the manner prescribed by law,
it will be the policy of the city to convert the street to gravel if deemed
necessary and maintained as an unpaved street and no sealing or permanent
type patching work will take place.
5.The City of Moses Lake will maintain all public streets and alleys
at the highest level consistent with funds available where it is not in
conflict with the policy established by Section 4.
PASSED by the City Council of the City of Moses Lake this 22nd day of
