A-7NO.A 7 RESOLUTION RESOLUTION OF INTENTION TO ORDER THE CONSTRUCTION OF SIDE.7ALKS AND CURBS ALONG AND UPON CERTAIN STREETS IN THE T07/N OF MOSES LAKE, AND TO ESTABLISH A LOCAL IMPROVEMENT DISTRICT TO EE KNOWN AS LOCAL IMPROVEMENT DISTRICT NO.1 TO PAY FOR ALL OF THE COST OF CONSTRUCTION OF SUC"DISEAALK3 AND CURES. EREAS,the Tovm Council of the Town of Moses Lake has been petitioned by a number of property owners to construct sidewalks and curbs along and upon certain streets in the Town of Moses Lake hereinafter more fully described. ,,THEREFORE,be it resolved that it is the intention of the Town Council of the Town of Moses Lake to establish a Local Improvement District to pay for the construction of sidewalks and curbs, and that the property within such Improvement District shall pay the entire cost and expense of the improvement to be made, and hereinafter more completely descrived,which cost and expense shall be levied and collected as an assessment upon the real property in the said Local Improvement District so created,and shall be paid in ten (10) annual installments,the first of which shall be paid within thirty (30)days affeer the approval and acceptance of the proposed improvement by the Town Council, and after demand having been made therefor by the Town Treasurer. The remaining payments shall bear interest at the rate of six (6)per cent per annum, and shall be colle ted annually as an Ordinance providing for the v_y establishment of such Local Improvement District shall provide. The nature and the territorial extent of the improvement herein contem plated is descrived as follows: 1.The construction of a concrete sidewalk 10 feet wide,and a concrete curb along both sides of Broadway Street, commencing at the '.Vest side of Birch Street and ending at the East side of Beach Street in the said Town of Moses Lake. 2. The construction of a concrete sidewalk 5 feet wide, and a concrete curb on both sides of Ash Street commencing at Broadway,and running thence Southeasterly a distance of 1/2 block to the alley. 3.The construction of a concrete sidewalk 5 feet wide,and a concrete curb on both sides of Germenia Street, commencing at Broadway and running thence Southeasterly a distance of 1/2 block to the alley. 4.The construction of a concrete sidewalk 5 feet wide,and a concrete curb on both sides of Alder Street,commencing at -Broadway end running thence Southeasterly a distance of 1/2 block to the alley. 5.The construction of a concrete sidewalk 5 feet wide,and a concrete curb on the V/est dise of Birch Street,commencing at Broadway and running thence Southeasterly a distence of 1/2 block to the alley, rv-^THAT IT IS CONTEMPLATED,and it is the intention of the Town Council of the Town of Moses Lake to organize into a Local Improvement District,to be known as Local Improvement District No. 1, the following described lots and tracts of land,to-wit: Lots lto 12 inclusive in Block 31, Original Town of Moses Lake; Lots 1 to 12 inclusive in Block 26,Original Town of Moses Lake: Lots 1 to 12 inclusive in Block 21,Original Town of Moses Lake; Lots 1 to 6 Inclusive,and Lots 13 to 17 inclusive in Block 16, Original Town of Moses Lake; Lots 1 to 12 inclusive in Block E,Original Town of Moses Lake: Lots 1 to 12 inclusive in Block F,Original Town of Moses Lake: Lots 1 to 12 inclusive in Block G,original Town of Moses Lake: And Lots 1 to 12 Inclusive in Block H,Original Town of Moses Lake: BE IT FURTHER RESOLVED,that the 25th day of April, 1944, at the hour of 8:00 ofclock P.M.in the Council Chambers of the Town Council in the Tovm Hall in Moses Lake,Washington,be and the same is hereby fixed as the time and place for the hearing of this Resolution, at which time any person having any objection to the establishment of said proposed Local Lmprovement District may /appear and have his objection heard. BE IT FURTHER RESOIVED,that the Town Clerk of the Town of Moses Lake at or prior to the 25th day of April, 1944, the time fixed for the hearing of this Resolution,shall submit to the Tovm Council an estimate of the cost and expense of the improvement herein contemplated, and a statement of the proportion ate amount thereof which shall be borne by the property v/ithin the proposed Local Improvement District according to the valuation placed upon it for the purpose of general taxation,and based also upon the benefits received therefrom,together with a diagram or plat showing thereon the lots,tracts and parcels of land,and other property which will be specifically benefited there by, and the estimated amount of the cost and expense of such improvement to be borne by each lot,tract or parcel of land,or other property,and BE IT FURTHER RESOLVED, that notice of the hearing of this Resolution shall be given by the Clerk to each owner or reputed owner of any lot, tract or parcel of land,or other property specifically benefited by the proposed improvement,by mailing to the owner or the reputed owner of the property as shown in the tax rolls of the County Treasurer of Grant County, and addressed as shown in the tax rolls of the Treasurer of Grant County,//ashington,and to the address shown thereon,a notice setting forth the nature of the proposed improvement,the total estimated cost,and the estimated benefits to the particular lot,tract or parcel of land,and the date of the hearing before the Town Council as provided in this Resolution.Such notice shall be mailed as hereinbefore provided,at least 15 days prior to the date fixed for such hearing,and BE IT FURTHER RESOLVED, that this Resolution shall be published in two consecutive issues of the Columbia Basin Herald in Moses Lake,Washington,,—. the first publication to be at least 15 days prior to the date herein fixed for said hearing.
