CC Min 2025 01 28MOSES LAKE CITY COUNCIL January 28, 2025 CITY MANAGER PUBLIC MEET AND GREET Future City Manager Rob Karlinsey met with staff and community members at the Civic Center Avenue. Mayor Swartz conducted a formal welcome in the Council Chambers followed by introductory comments from Mr. Karlinsey on acceptance of his new position. CALL TO ORDER The regular meeting of the Moses Lake City Council was called to order at 6:30 p.m. by Mayor Swartz in the Council Chambers of the Civic Center, 401 S. Balsam, Moses Lake, Washington. ROLL CALL Present: Mayor Swartz, Deputy Mayor Madewell, Council Members, Myers, Martinez, Skaug, and Lombardi. Absent: Council Member Fancher. Action taken: Council Member Skaug moved to excuse Council Member Fancher, second by Council Member Martinez. The motion carried 6 – 0. PLEDGE OF ALLEGIANCE Deputy Mayor Madewell led the Council in the Flag Salute. AGENDA APPROVAL Consent Agenda 2(c) Accept Improvements Sand Hill Major Plat Resolution 4001 was moved to the February 11 meeting. Action taken: Council Member Martinez moved to approve the Agenda as amended, second by Council Member Madewell. The motion carried 6 – 0. PRESENTATION Police Officer New Hires and Promotion Police Chief Dave Sands offered a brief history and administered the Oath of Office to new Officers Zachary Jennings and Stefan Zucktriegel. He also conducted the promotional Oath of Office for Police Sergeant Curt Ledeboer, which was followed by a ceremonial badging presented by his wife. SUMMARY REPORTS CITY MANAGER’S REPORT Fire Chief Retirement Acting City Manager Madeline Prentice recognized Fire Chief Brett Bastian for his 33 years of service, and announced his retirement party will be on Friday, January 31 from 1:00 to 4:00 p.m. Mayor Swartz thanked him for his dedicated service to the City and extended his best wishes for his future endeavors. Document Ref: TMFKE-OVNDR-NPUAM-Q6XMZ Page 1 of 4 CITY COUNCIL MINUTES – January 28, 2025 pg. 2 PUBLIC HEARING #1 2024 Comprehensive Plan Update Ordinance 3065 Staff presented the recommendations from Planning Commission members on January 14 identified in the following categories: Urban Growth Area expansion, Comp Plan Future Land Use Designation and Zoning District Map, and Capital Facilities. A special study session with the public and staff was held on January 21. Staff presented a slide deck of the 2024 Comprehensive Plan and Zoning Amendments. Mayor Swartz opened the hearing at 6:50 p.m., there were no comments and the hearing was closed. Action taken: Council Member Myers moved to adopt Ordinance 3065 as presented, second by Council Member Skaug. The motion carried 6 – 0. CONSENT AGENDA #2 a. City Council Meeting Minutes January 3, 9, 14 and 15, 2025 b. Fee Schedule Amendment Resolution 4004 Action taken: Council Member Martinez moved to approve the Consent Agenda as amended, second by Council Member Myers. The motion carried 6 – 0. OLD BUSINESS #3 3rd Avenue Parking Options Public Works staff provided multiple factors contributing to recent angle parking issues near Catholic Charities and Al’s Glass, as well as options and costs for solutions. Action taken: Council Member Myers moved to restripe three spaces back to parallel parking in front of Al’s Glass and Catholic Charities, second by Council Member Lombardi. The motion carried 6 – 0. NEW BUSINESS #4 RJB Subdivision Deferral Request – First Presentation An application has been filed for the deferral of infrastructure related to a two-lot short subdivision on parcel 110065206. Moses Lake resident Seth Bishop participated remotely and noted the presence of an underground storage tank for fire flow for proposed construction of a warehouse. Staff must assess whether the existing fire flow is adequate for this subdivision and will provide additional information at the next meeting. #5 Westshore Drive Gravity Sewer Extension Project Revision Document Ref: TMFKE-OVNDR-NPUAM-Q6XMZ Page 2 of 4 CITY COUNCIL MINUTES – January 28, 2025 pg. 3 The County advised staff that the reconstruction contract has been rescheduled from late fall to begin March 3. This does not give staff enough time to bid and install the deep sewer section. Staff requested a change to the scope of work on the Westshore Drive Gravity Sewer Extension Project to eliminate the deep sewer extension and installing additional sewer force main connections to the lakeshore lots. Council Member Martinez requested City Engineer Richard Law share that Grant County Conservation District is applying for a grant to facilitate getting 20 lake residents off septic systems. Action taken: Council Member Skaug moved to approve the change in scope of work as presented, second by Council Member Martinez. The motion carried 6– 0. ADMINISTRATIVE REPORTS 2025 Poverty Simulation Acting City Manager Madeline Prentice distributed registration information from HopeSource inviting Council Members to participate in the Poverty Simulation, an interactive role play taking place in February. Dunes Treatment Plant Emergency City Engineer Richard Law reported that the plant had a 1,400 amp surge resulting in the main breaker failing, damaging a motor starter, and destroying two blower motors. Staff diverted flow to the Central Operation Facility pond and contacted Farmer’s Electric who was able to restore three out of the four pumps within 24 hours. The PUD is investigating cause of the surge. COUNCIL COMMUNICATIONS AND REPORTS Council Member Myers learned about the Poverty Simulation at the Ad Hoc Homeless Committee meeting and encouraged everyone to attend. The Point in Time Count is happening on January 30. He attended the Community Development / Public Works Committee Meeting and learned about the Treatment Plant Emergency. He asked City Engineer Richard Law to speak about the Bureau’s consideration of allowing the City to take lake water delivery to avoid having to extend outside the City limits to their canal access. Council Member Martínez shared that part of funding from the City to the County Health District is being used to purchase Personal Protective Equipment for homeless camp cleanups. Council Member Skaug commended City Engineer Richard Law for initiating the lake water access conversation with the Bureau. Council Member Lombardi shared that a team from the Port of Moses Lake is meeting with Legislators and representatives from other Port Districts in Olympia. He attended the Lodging Tax Advisory Committee meeting where they discussed replacing Datafy with Placer AI for a wider range of features. He expressed his gratitude to Fire Chief Brett Bastian for his dedicated service to the City. Mayor Swartz reminded everyone about the upcoming Association of Grant County Cities and Towns meeting in Soap Lake on January 30. He again thanked Fire Chief Brett Bastian for his dedicated service and welcomed Rob Karlinsey as the new City Manager.
